Immigration control inspectors received a lengthy email with five attachments detailing the official guidance for carrying out the new border controls at 9.25pm on Sunday
Sources told the newspaper that a significant number of staff would not have seen the email by the time they started their shifts on Monday.
A Border Force employee who was on duty at Heathrow Airport on the first day of the new border controls described the process as "an absolute joke".
A spokesman for the PCS union, which represents Border Force staff, told the newspaper: 'It is a disgrace that our Border Force members only received new guidelines on hotel quarantine last night.
