Mr Khan has asked TfL officials to investigate the "feasibility" of introducing a "Greater London cap rate" of £3.50, although it will not be implemented for at least two years to allow the economy to recover from the pandemic.

¨Plan¨ to have people living outside London and travelling to Greater London by car pay a fee which would be reinvested in London's transport network

There are 1.3 million car journeys every day of the week to Greater London. It is estimated that a £3.50 tax would raise about £500 million a year to be reinvested in the capital's transport network, while reducing incoming traffic by about 10-15 per cent.

London drivers pay £500 million a year in the VED, but only a fraction is returned to the capital - meaning that metro passengers effectively subsidise repairs to London's roads.
