Retailers were relieved that all shops would open, but pubs said plans to ban the sale of alcohol in Level 2 areas, unless sold with a large meal, "would destroy our industry.
Sir Keir Starmer, the Labour leader, said companies needed to know as soon as possible which regions fit each level.
Roger Barker, director of policy at the Institute of Directors, said the proposed restrictions would leave hospitality businesses "staggering" and asked ministers to extend insolvency protections until spring.
