The regions of England have been placed at levels based on the government's assessment of the pandemic at local level. The Department of Health has published a paper stating that this is based on five metrics, including the rate of increase or decrease in cases, the pressure on NHS and the prevalence among those over 60. The calculations left 99 per cent of the population in the two highest tiers and also created some difficult situations, with neighbouring regions living under different rules.
